Self-noted by the archived notify-transport plan (Phase 3 plan-debt clearing, 2026-09-01): ci-plugins has no CLAUDE.md, which is a scaffold-repo prerequisite for plan-lifecycle work. Scaffold before the W13.1/INFRA.APPRISE.1 transport swap (first mechanical gate in that family) starts here.
