Superseded by the cluster-gitops W13.1 family root (single tracker). Stale next-action truthed up — all six root OQs were ruled 2026-08-31 (the 1.5 census's second doctrine defect). Re-enters as the family's first mechanical gate after W13.1 PR1; prerequisite #48 (scaffold CLAUDE.md).
